In 2014, the State government added VicSmart to all local planning schemes providing a fast-tracked planning permit assessment process for simple applications. What VicSmart covers was amended in 2017, 2018 and most recently in December 2023 to include Small Secondary Dwellings. VSPPAS publishes a DIY VicSmart Guide for lodging these applications.
The following councils offer additional fast-track services beyond VicSmart:
The City of Merri-bek offer a fast-track applications service for applications that are otherwise similar to VicSmart applications – that is, that they are minor applications, have all the required information, do not require referral or advertising and are supportable.
The City of Merri-bek also offer a Better-Quality Development (BQD) Stream which is a streamlined and fast-track process that targets two dwelling developments on a lot. The aim of this stream is to encourage dwellings that are well designed, accessible, energy efficient and comfortable to live in. Applications under the BQD stream will be determined within 6 weeks from lodgement and will have to meet a specific eligibility criterion.
The City of Whittlesea offer two services. Fast Lane – a 14 day permit application process for new homes for single dwellings on lot sizes less than 300m2 located in a Growth Area, and Priority Development Applications for projects that deliver community benefit, provide local employment opportunities, or contribute to environmental sustainability.
The Shire of Nillumbik offer a service called VSFP – Fast track tree removal to Remove, destroy or lop one tree to be used where you wish to use Council’s arborist to provide the assessment.
The City of Port Phillip use to offer a fast track service which attracted an additional fee of $150, but I think this has been replaced by VicSmart.
While no faster, the City of Monash do not charge for a VicSmart applications for Checklist 7 – Remove, destroy or lop one tree.
