To do your own planning application for an application in a Design and Development Overlay as a VicSmart application, the first step is to check if your application is eligible for the VicSmart process. This will ensure that your application meets the following criteria:

1. Is in a Design and Development Overlay
2. Is to construct a building, carry out works or subdivide land
3. Meets with the requirements of Schedule 1 to clause 59.16 in the Ballarat planning scheme
4. Does not trigger a permit under another part of the planning scheme
