What are the Victoria Planning Provisions?

The Victoria Planning Provisions (VPPS) are the standard provisions that form the framework for all of Victoria’s planning schemes. View the Victoria Planning Provisions.

The Victoria Planning Provisions is a document containing a comprehensive set of planning provisions for Victoria. It is a statewide reference (template), used as required, to construct planning schemes by local councils. 

It is not a planning scheme and by itself, does not apply to any land.

Local councils (as the Responsible Authority) must use the Victoria Planning Provisions as the basis of local planning policy content. In every local planning scheme this includes the Planning Policy framework and Schedules to the Zones, overlays and Particular Provisions. 

Some parts of the Victorian Planning Provisions, such as state policies, are included in every planning scheme.

When any provision in the Victorian Planning Provisions is amended, all planning schemes containing that provision are also amended. Only the Minister for Planning can amend the VPP.
